Bert-Jaap Koops is Professor of Regulation & Technology at TILT, Tilburg University.

He researches cybercrime, digital investigation, DNA forensics, privacy, fundamental rights, and topics such as identity, ‘code as law’, human enhancement, and regulating bio- and nanotechnologies. From 2004-2009, he researched law, technology, and shifting power relations with a VIDI grant.

Koops studied mathematics and literature in Groningen, and received his PhD in law at Tilburg University. He published numerous articles, books and edited volumes, including 'Starting Points for ICT Regulation' (2006), 'Cybercrime and Jurisdiction' (2006), 'Constitutional Rights and New Technologies' (2008), and the DJA publication 'De maakbare mens' (2009).
